Analisis Tingkat Kognitif pada Butir Soal Asesmen Sumatif Tengah Semester PAI dan Budi Pekerti di SMP Negeri 8 Salatiga

Evaluation of assessment instrument qualityis a crucial aspect in ensuringthe effectiveness of the learning process in schools, including in the subjects ofIslamic Religious Education (PAI) and Ethics. This study aims to analyze the cognitive level distribution of summative assessment items in Islamic Religious Education (PAI) and Character Education for Grade VII at SMP Negeri 8 Salatiga, focusing on Lower Order Thinking Skills (LOTS) and Higher Order Thinking Skills (HOTS). This qualitative research examined 50 test items, consisting of 40 multiple-choice questions and 10 essay questions, classified according to the revised Bloom’s Taxonomy by Anderson & Krathwohl (C1–C6). The analysis revealed an uneven distribution, with 48 items (96%) categorized as LOTS (C1–C3) and only 2 items (4%) classified as HOTS (C4–C5), while no items measured C6 (creating). The predominance of LOTS items indicates that most instruments only assess factual and procedural knowledge, limiting students’ opportunities to develop critical, analytical, and creative thinking skills. This condition suggests that the test construction has not fully accommodated the ideal variation in cognitive levels, which should cover the full spectrum from remembering to creating. The findings emphasize the need to enhance teachers’ capacity to design HOTS-based items, including using simple materials with contextual approaches that encourage idea exploration and problem-solving. In conclusion, balancing LOTS and HOTS in test design is essential to improve the quality of assessment, foster higher-order thinking skills, and support more meaningful and contextual PAI learning for students.
